Why Is It Called A "Volunteer" Military?

You hear this sorta often.

BUT! They're paid mercenaries! They get a sign-up bonus, a semi-monthly paycheck and more money for schooling in exchange for their services. Real volunteers don't get paid.

Inaccuracies annoy me.
