I bet McCain gets close also...
Actually... McCain might not if he gets an opposition Congress. Bush got most of his crap passed because he had a Republican majority for most of his two terms.
If McCain wins, you'll probably have deadlock out of sheer spite.
Which is a silver lining for a McCain win I've honestly not considered before just now.
