The 7 in 10 statistic is at least 10 years old. Probably still accurate. It is not because they are all too stupid. Some are genuinely retarded. Some have felony convictions, (or any conviction for domestic violence). It is true. If you are violent against your girlfriend, the Army can't use you. The Lautenberg amendment in 1996-7 made it a crime for any such person to possess a gun. Can't possess a gun? The Army can't use you. Additionally, some candidates are physically incapable. Some of those from permanent hearing damage (loud music). Others from being terminally weak, fat, or diseased.
Why does the Army have such high standards? Because being a soldier is a skilled profession. The term "cannon-fodder" is obsolete. The days of rushing young men into uniform and sending them to the front no longer exist. It takes as much as a year to train a generic infantry private to be only as competent as a private needs to be. Other skills may take even longer.
I know they don't need cannon fodder, I was attempting humour.
